Climate change creates a ‘cocktail’ of serious health hazards for 70 per cent of the world’s workers, ILO report finds.
GENEVA (ILO News) – A “staggering” number of workers, amounting to more than 70 per cent of the global workforce, are likely to be exposed to climate-change-related health hazards, and existing occupational safety and health (OSH) protections are struggling to keep up with the resulting risks, according to a new report by the International Labour Organization (ILO).The report, Ensuring safety and health at work in a changing climate, says that climate change is already having a serious impact on the safety and health of workers in all regions of the world. The ILO estimates that more than 2.4 billion workers (out of a global workforce of 3.4 billion) are likely to be exposed to excessive heat at some point during their work, according to the most recent figures available (2020). When calculated as a share of the global workforce, the proportion has increased from 65.5 per cent to 70.9 per cent since 2000.In addition, the report estimates that 18,970 lives and 2.09 million disability-adjusted life years are lost annually due to the 22.87 million occupational injuries, which are attributable to excessive heat. This is not to mention the 26.2 million people worldwide living with chronic kidney disease linked to workplace heat stress (2020 figures).However, the impact of climate change on workers goes well beyond exposure to excessive heat, the report says, creating a “cocktail of hazards”, which result in a range of dangerous health conditions.The report notes that numerous health conditions in workers have been linked to climate change, including cancer, cardiovascular disease, respiratory illnesses, kidney disfunction and mental health conditions. The impact includes:1.6 billion workers exposed to UV radiation, with more than 18,960 work-related deaths annually from nonmelanoma skin cancer.1.6 billion likely to be exposed to workplace air pollution, resulting in up to 860,000 work-related deaths among outdoor workers annually.Over 870 million workers in agriculture, likely to be exposed to pesticides, with more than 300,000 deaths attributed to pesticide poisoning annually.15,000 work-related deaths every year due to exposure to parasitic and vector-borne diseases.“It’s clear that climate change is already creating significant additional health hazards for workers,” said Manal Azzi, OSH Team Lead at the ILO. “It is essential that we heed these warnings. Occupational safety and health considerations must become part of our climate change responses – both policies and actions. Working in safe and healthy environments is recognized as one of the ILO’s fundamental principles and rights at work. We must deliver on that commitment in relation to climate change, just as in every other aspect of work.”The report also explores current country responses, including revising or creating new legislation, regulations and guidance, and improving climate mitigation strategies – such as energy efficiency measures – in working environments.

International financial institutions advancing gender equality in Bangladesh
International Women's Day (IWD) 2024 represented a significant moment as the world united under the theme "Invest in Women: Accelerate Progress." In the spirit of this global call to action, three chiefs of missions from international finance institutions working in Bangladesh offered their perspectives on the significance of investing in women to accelerate sustainable development. We collaborate closely with the Government of Bangladesh to align our initiatives with national gender equality policies and priorities. Our efforts encompass various sectors, including education, healthcare, finance, and infrastructure development. We prioritize projects that promote women’s economic participation, ensure their inclusion in decision-making processes, and foster gender-responsive policies and practices.Through targeted financial assistance and technical expertise, ADB supports gender mainstreaming across projects. This entails integrating gender equality considerations into project design, implementation, and monitoring, thereby ensuring impactful outcomes. Additionally, we work with civil society organizations and other stakeholders to enhance the effectiveness and sustainability of our gender-focused interventions. Our goal is to create lasting change by addressing the root causes of gender disparities and promoting inclusive development in Bangladesh.This year’s IWD theme is ‘Invest in women: accelerate progress’. How is ADB promoting women’s leadership in climate action? What might be opportunities to strengthen gender-responsive climate financing in the current context?ADB recognizes the pivotal role of women in climate action and is actively promoting their leadership in this crucial area. We support initiatives that empower women to participate in decision-making processes related to climate change adaptation and mitigation. Through capacity-building programs and targeted investments, we aim to enhance women’s skills and knowledge in climate-resilient practices.ADB is also working towards becoming the regional climate bank, which further emphasizes our commitment to integrating gender considerations into climate finance mechanisms. Opportunities to strengthen gender-responsive climate financing include increasing investment in projects that directly benefit women, such as renewable energy and sustainable agriculture initiatives. ADB can also enhance access to climate finance for women-led businesses and organizations.Additionally, collaboration with partners and stakeholders is key to developing innovative financing mechanisms that prioritize gender equality and empower women to actively participate in climate action efforts. Photo: Courtesy of IMFHow is the International Monetary Fund (IMF) advancing women’s empowerment and financing for gender equality in Bangladesh?On January 30, 2023, the IMF Executive Board approved a 42-month financial program with Bangladesh. The program includes reforms aimed at creating fiscal space to enable greater social and developmental spending, strengthening the financial sector, and building climate resilience. These are expected to benefit women’s empowerment by supporting increased investment in health, education and infrastructure, expansion of social safety nets, greater financial inclusion, and tackling climate change-related challenges, which often disproportionately affect women.In its most recent Article IV consultation, the IMF highlighted the large economic losses to Bangladesh from remaining gender gaps in labor force participation and financial inclusion and called attention to the important synergies between policies to address climate change and women’s empowerment. Our analysis also called for a strengthening of Gender Responsive Budgeting practices in Bangladesh to channel public resources more effectively towards the achievement of the country’s gender equality goals.Bangladesh graduates from a Least Developed Country (LDC) status in 2026, what macroeconomic measures might be required to accelerate progress on gender equality and women’s empowerment?As Bangladesh graduates from LDC status and endeavors toward reaching upper-middle income status, broader economic inclusion for women becomes indispensable. Stepped up investments in health, education, and infrastructure (transportation, sanitation, childcare) are required to increase women's mobility and reduce domestic work and care burdens. To finance this, Bangladesh needs to expand its tax base, improve tax efficiency, and reduce insufficiently targeted subsidies. Additionally, reforms in the financial sector are needed to ensure an inclusive financial system that attracts private investment and supports both female and male entrepreneurs. Finally, mainstreaming climate mitigation and adaptation policies is vital to ensure development gains, especially for women. Photo: Courtesy of World BankHow is the World Bank advancing women’s empowerment and financing for gender equality in Bangladesh?Bangladesh has realized early on that investing women is a critical economic driver. Women’s empowerment remained central to the country’s development strategy. We collaborate with the government to amplify women's voices, agency, and participation in social and economic activities through our investments and analytical works. This aligns with the World Bank's Gender Strategy and the Country Partnership Framework, addressing diverse challenges that hinder women's empowerment.In Bangladesh, we have a dedicated Gender and Social Inclusion Platform that ensures each project identify priority gender gaps and integrate specific actions to bridge those. We have implemented Gender sensitized Grievance Mechanisms, mandatory signing of code of conducts, and regular consultation with all project beneficiaries and project staff, leading to positive outcomes in report and managing sexual harassment and gender-based violence. Several of the ongoing projects focus on improving female labor force participation through skilling NEET Youth, women in remote areas and belonging to marginalized groups, utilizing toolkits designed to ensure inclusion of such groups, for example women and girls with disabilities. Our studies explore and pilot innovative solutions to make public spaces safer, including public transport and workplaces. Studies are exploring and piloting ways to make public transport, workplaces, and public spaces safer for women, provisioning for childcare, GBV prevention and response mechanisms, and utilizing technology to bring more women into the formal employment and entrepreneurship.Close to half a million Rohingya women and girls currently live in the refugee camps in Cox’s Bazar. Gender equality remains an unfinished agenda. In your opinion, what additional measures are needed to advance women’s leadership and address violence and discriminatory norms?Gender equality efforts face many complexities, especially in situations with strong social norms. This was evident with displaced Rohingya women, many of have faced gender-based violence (GBV) and trauma even before arriving in Bangladesh. Their conservative background made it difficult for them to access support services.But we are encouraged to see that change is possible within a short period of time with the right set of interventions. The World Bank supported the Health and Gender Support Project (HGSP) to help women and girls in the Rohingya camps and in the host community access to health, nutrition and family planning services as well as address GBV through preventive and response services. This support helped displaced Rohingya women participate in camp activities, study, volunteer work, or benefit from counseling, midwifery, family planning and GBV response services. Prevention efforts and community outreach were used to increase confidence and empower Rohingya women. These initiatives enabled them to see themselves as agents of change within their families and communities, making decisions. This shift in perspective is a stark contrast to their lives in Rakhine. The World Bank and the government are now in discussion about follow up projects, built upon the successful interventions used by HGSP to address widespread GBV, especially intimate partner violence and child marriage in the camps and surrounding host communities.

National dialogue promotes quality employment and decent work
Today, Government, industry and labour sector stakeholders convened in Dhaka for a national dialogue on Promoting Decent Work for Social Justice, underscoring Bangladesh's commitment to labour reform for equitable and sustained growth as the country prepares for sustainable graduation to an upper middle-income, developing country by the end of this decade. Organized jointly, by the Ministry of Foreign Affairs, the Ministry of Labour and Employment, and the International Labour Organization at the Foreign Service Academy, the dialogue aimed at engaging the stakeholders on key issues, with a call for actionable outcomes for quality employment and decent work. The dialogue brought together diverse views contributing to shaping a future where decent work and competitiveness of businesses are ensured and supported by national development strategies. It facilitated constructive conversations, knowledge-sharing, and partnership-building among government officials, employers, workers, think tanks, private sector representatives, and development partners. As the Chief Guest, State Minister for the Ministry of Labour and Employment, Md. Nazrul Islam Chowdhury, in his address, emphasized the government's commitment to labour reform. "Our dedication to promote decent work and advance social justice remain steadfast. Together, we will build a Bangladesh where all worker's rights are protected, and their contributions valued" he stated. Masud Bin Momen, the Foreign Secretary of Bangladesh, underscored the importance of the multi-stakeholder dialogues on certain labour related issues, stating, "Employment generation and Decent work are in the highest priorities during the present five-year term of the current government. These principles are deeply integrated in our national development strategies, including the GB roadmap (2021-2026) and National Action Plan on the Labour Sector of Bangladesh (2021-2026). These are essential for fostering sustainable growth, including increased trade and investments.” Following suit, Mahbub Hossain, Secretary of the Ministry of Labour and Employment, said, "Our joint efforts have generated concrete, actionable policies aimed at improving the livelihoods of our workforce as well as safeguarding their fundamental rights and safety in the workplace." ILO Country Director for Bangladesh, Tuomo Poutiainen, remarked "To support successful LDC graduation, Bangladesh must advance key development goals, including prioritizing jobs creation, evidence-based wage policies and robust OSH standards. The ILO continues to stand as a committed partner to the Government of Bangladesh in achieving these objectives.” The discussions delved into three key panel discussions: the Global Accelerator for Jobs, the development of an Evidence-Based National Wage Policy and advancing Occupational Safety and Health (OSH) in Bangladesh. Each segment shed light on the challenges and opportunities within the world of work. Conservation Efforts by Ethnic Communities in Bangladesh Bolster Water Security
Just a few years ago, Sudarshana Chakma (35), a resident of the remote Digholchari Debarmatha village under Bilaichari upazila in the Rangamati Hill District, had to traverse a long hilly path to fetch water for her household because there were no local water sources.“Unchecked deforestation and degradation of village common forests (VCFs) led to the drying up of all-natural water sources in our village. We struggled to collect drinking and household water,” Chakma explained to IPS. Ethnic communities in the Chittagong Hill Tracts (CHT) rely significantly on forests for their lives and livelihoods. They gather water from natural sources like streams and practice jhum (shifting cultivation) in nearby forests. However, indiscriminate deforestation of the natural resources had dried up springs and streams, causing water scarcity in many areas.The tide turned when the USAID-funded Chittagong Hill Tracts Watershed Co-Management Activity (CHTWCA) engaged surrounding communities, including those living in Digholchari Debarmatha village, as conservation volunteers to protect Village Common Forests (VCFs) in 2020. This initiative successfully revived springs, ensuring a year-round water supply.The Strengthening Inclusive Development in Chittagong Hill Tracts Project, which the Ministry of Chittagong Hill Tracts Affairs implemented, has transformed many lives, including Chakmas’.“Now we can easily fetch water from nearby springs, bringing peace to our lives. Due to the arduous journey ethnic women had to make to fetch water, quarrels over who was going to fetch the water were common in the village and among families. Now, we live in harmony,” said Sudarshana, a mother of four.Silica Chakma of Digholchari Hajachara village echoed her sentiments, highlighting the voluntary conservation efforts by ethnic communities to ensure an adequate water supply during the dry season.“Before the restoration of our forests, we faced water scarcity. Now, we have no water crisis, as we collect water four to five times a day from the springs revived in the forests,” she said.Silica emphasised that village common forests are conserved voluntarily, with strict regulations against harvesting forest resources without the approval of VCF management committees.Barun Chakma, President of the Digholchari Debarmatha VCF Management Committee, emphasised the shift in mindset, stating that locals now protect the forests voluntarily, contrasting with past practices where trees were felled indiscriminately.Enhancing Small Agriculture SustainabilityThe CHT faces aggravated water crises during the dry season, impacting agriculture and homesteads.To address this, local ethnic farmers in Digholchari Debarmatha have constructed bamboo-made dams on streams, creating water reservoirs fed by springs from the village common forest.Pujikka Chakma, a 45-year-old female farmer, is grateful for the progress.“After conserving the local forests, farmers do not face water scarcity for their agriculture and homesteads. We store spring water in the reservoir to irrigate cropland during the dry season.”Thirty-seven-year-old Lika Chakma also acknowledged the benefits of the expanded use of spring water in agriculture, including cultivating various crops and ensuring food security for the community.Conserving Medicinal PlantsIn addition to addressing water security, ethnic communities in the Rangamati Hill District have been actively conserving medicinal plants for healthcare and treatments.Lika Chakma explained, “We conserve medicinal plants in our local forests for use when we fall sick.”Poitharam Chakma emphasised the importance of these efforts, given limited access to healthcare facilities in remote hilly areas. “Once our forests were degraded, we faced problems collecting medicinal plants. Now, we are conserving those in our forests.”Barun Chakma provided details of the planting, a few years ago, of various medicinal plants, including Haritaki (myrobalan), Bohera (Terminalia bellirica), and Amloki (Indian gooseberry), in the Digholchari Debarmatha VCF. While acknowledging that it will take time for these plants to yield herbal medicines, he expressed confidence in the community’s ability to support health treatments in the future.The conservation initiatives run by ethnic communities in Bangladesh address issues with water security, support agricultural sustainability, and protect priceless medicinal plants.This is an IPS UN Bureau Report.

WFP and MoDMR Sign MoU to Enhance Humanitarian Operations on Bhasan Char
Dhaka, Bangladesh – The United Nations World Food Programme (WFP) has signed two Memoranda of Understanding (MOUs) with the Ministry of Disaster Management and Relief (MoDMR) of Bangladesh aimed at enhancing the humanitarian operations for the Rohingya refugees on Bhasan Char Island.The MoUs were signed by Md. Kamrul Hasan, ndc, Secretary, MoDMR and Dom Scalpelli, WFP Country Director, in the presence of the new State Minister, Md, Mohibbur Rahman, MP, on 4th March in Dhaka. With the signing, MoDMR officially handed over the management of the United Nations common accommodation and office space, and the warehouse facilities to WFP, co-lead of the Food Security Sector and lead of the Common Services Sector of the Rohingya refugee response. "This MoU signifies a pivotal step in enhancing our logistical support to the humanitarian community and the Rohingya refugees currently residing on the island. It will also boost WFP’s operational capacity by directly managing and maintaining the warehouses, contributing significantly to the effectiveness and efficiency of our assistance to the Rohingya refugees. We thank MoDMR for their longstanding support and collaboration, and we look forward to continuing working together to serve this vulnerable group,” said Dom Scalpelli, WFP Country Director. As the Common Services Sector lead, WFP coordinates with the government on behalf of the UN and other humanitarian partners. Following the signing, WFP is committed to raising the resources needed to improve and upkeep the conditions of the accommodation, office and warehouse facilities to ensure quality service is provided to both humanitarians and the Rohingya refugees. প্রতিবছর ২০ ফেব্রুয়ারি ‘বিশ্ব সামাজিক ন্যায়বিচার দিবস’ আমাদের ব্যক্তিগতভাবে ন্যায়সঙ্গত হওয়া এবং একটি ন্যায়সঙ্গত সমাজ তৈরির গুরুত্বের কথা স্মরণ করিয়ে দেয়। এটি স্পষ্ট যে চলমান অন্যায়, কাজের অনিশ্চয়তা এবং সুযোগ গ্রহণের ক্ষেত্রে ক্রমবর্ধমান অসাম্য বৈশ্বিক মনোযোগের দাবি রাখে। সামাজিক ন্যায়বিচারকে অগ্রাধিকার দেওয়ার প্রয়োজনীয়তার উপর গুরত্ত্ব বাড়ছে, এটিকে একটি নৈতিক বাধ্যবাধকতা এবং স্থায়ী শান্তি এবং টেকসই উন্নয়নের জন্য গুরুত্বপূর্ণ উপাদান হিসেবে স্বীকৃতি দেওয়া হয়েছে। গত পাঁচ দশকে বাংলাদেশ উল্লেখযোগ্য আর্থ-সামাজিক অগ্রগতি অর্জন করেছে, যার পেছনে মূল চালিকাশক্তি হিসেবে ছিল দেশের শ্রমশক্তি। ২০২২ সালের বাংলাদেশ শ্রমশক্তি জরিপ অনুসারে, জনসংখ্যা অনুযায়ী বাংলাদেশে শ্রমশক্তির অংশগ্রহণের হার মোট ৬১.২ শতাংশ (পুরুষদের জন্য ৪০ শতাংশ এবং মহিলাদের জন্য ৪২.৮ শতাংশ), যা ২০১০ সাল থেকে শ্রমক্ষেত্রে নারীদের অংশগ্রহণে (৩৬ শতাংশ) উল্লেখযোগ্য বৃদ্ধি নির্দেশ করে। বাংলাদেশের ক্রমবর্ধমান অর্থনৈতিক উন্নয়ন এবং বহুমাত্রিক হবার সাথে সাথে দেশের শ্রমশক্তি উচ্চ স্তরের দক্ষতা, উৎপাদনশীলতার উন্নয়ন এবং উচ্চ পারিশ্রমিকসহ শোভন কাজের সুফলগুলো ভোগ করতে পারবে। বাংলাদেশ তার শ্রম খাতকে পুনর্গঠনের জন্য শোভন কাজের মাধ্যমে সামাজিক ন্যায় এবং অন্তর্ভুক্তিকে কেন্দ্র করে ইতিমধ্যে বিভিন্ন উদ্যোগ বাস্তবায়ন করছে। এখন পর্যন্ত বাংলাদেশ ৩৬টি আইএলও কনভেনশন এবং ১টি প্রটোকল অনুমোদন করেছে; শুধুমাত্র পেশাগত নিরাপত্তা এবং স্বাস্থ্য সম্পর্কিত কনভেনশনগুলো ব্যতিরেকে দশটি মৌলিক কনভেনশনের মধ্যে আটটি অনুমোদন করেছে। উল্লেখযোগ্য সাফল্যের মধ্যে রয়েছে C138 অনুমোদন, ২০২২ সালের মার্চে Minimum Wage Convention 1973 অনুমোদন, এবং পরবর্তীতে কর্মসংস্থানের জন্য সর্বনিম্ন বয়স হিসাবে ১৪ বছর নির্দিষ্টকরণ। বাংলাদেশ মার্চ ২০০১-এ C182, Worst Forms of Child Labour Convention, 1999 অনুমোদন করে এবং তারপর থেকে ৪৩টি সেক্টরে বিপজ্জনক শিশুশ্রমের তালিকা প্রকাশ ও আপডেট করে। অধিকন্তু, দেশের সরকার জুলাই ২০২৩ সালে, National Child Labour Survey 2022 -এর উপর অস্থায়ী প্রতিবেদন প্রকাশ করেছে যা বিপজ্জনক কাজে নিযুক্ত শিশুদের সংখ্যায় উল্লেখযোগ্য হ্রাস রেকর্ড করেছে। বাংলাদেশ ১৯৭২ সালে Forced Labour Convention No. 29 এবং No. 105 অনুস্বাক্ষর করেছে। ২০২২ সালের জানুয়ারীতে বাংলাদেশ ২০১৪ সালের Forced Labour Convention, 1930-এর প্রোটোকল অনুমোদন করে। সরকার, তার সামাজিক অংশীদার - শ্রমিক এবং নিয়োগকর্তাদের সংগঠনগুলোর সহযোগিতায়, সক্রিয়ভাবে শ্রম খাতে সংস্কারের কাজ করছে। এই প্রচেষ্টার অংশ হিসেবে শ্রম খাতে (২০২১-২০২৬) শ্রম আইন, ট্রেড ইউনিয়ন নিবন্ধন, শ্রম পরিদর্শন এবং ইউনিয়ন-বিরোধী বৈষম্য মোকাবেলা করার জন্য সরকারের পক্ষ হতে ILO Governing Body -কে একটি Roadmap of Actions এবং একটি জাতীয় কর্ম পরিকল্পনা জমা দেয়া হয়৷ এই উদ্যোগগুলোর লক্ষ্য সমতা, শ্রম অধিকার, জেন্ডার সংবেদনশীল ক্ষমতায়ন এবং অংশগ্রহণ, যা সামাজিক ন্যায়বিচারের গুরুত্বপূর্ণ উপাদান। তদুপরি, সরকার ILO এবং GIZ-এর সহযোগিতায় তৈরি পোশাক খাতে কর্মক্ষেত্রে আঘাত ও মৃত্যুর জন্য শ্রমিক এবং তাদের পরিবারকে ক্ষতিপূরণ প্রদানের জন্য একটি কর্মসংস্থান ইনজুরি স্কিমের কার্যকারিতা পরীক্ষা করছে। সরকার পেশাগত নিরাপত্তা ও স্বাস্থ্য সংক্রান্ত জাতীয় কর্মপরিকল্পনাও (২০২১-২০৩০) তৈরি করেছে এবং কর্মক্ষেত্রে একটি প্রতিরোধমূলক নিরাপত্তা সংস্কৃতি গড়ে তোলার জন্য National Occupational Safety and Health Training and Research Institute (NOSHTRI) নামক প্রতিষ্ঠান প্রক্রিয়াধীন আছে। যখন শ্রমিকদের নিরাপদ কাজের পরিবেশ, সমান আচরণ ও সুযোগ, শ্রম অধিকার এবং ন্যায্য বেতন প্রদান করা হয়, তখন তাদের অর্থনৈতিক উন্নয়ন ও মর্যাদা সমুন্নত থাকে। সামাজিক ন্যায়বিচারের অগ্রগতি এবং অন্তর্ভুক্তিমূলক সমাজ গঠনের জন্য, শ্রমখাতে ব্যাপক সচেতনতা সৃষ্টি এবং শ্রমিকদের অধিকারের প্রচারের পাশাপাশি তাদের দক্ষতা এবং নতুন প্রযুক্তিতে পুনঃদক্ষতা প্রয়োজন। এই প্রচেষ্টাগুলো আরও অবহিত, দক্ষ এবং ক্ষমতায়িত কর্মশক্তিতে অবদান রাখবে। প্রতিবন্ধী ব্যক্তি, আদিবাসী, অভিবাসী এবং অনানুষ্ঠানিক খাতের কর্মীরাসহ দুর্বল বা পিছিয়ে পড়া জনগোষ্ঠীর অন্তর্ভুক্তি নিশ্চিত করার জন্য বিশেষভাবে গৃহীত নীতি অত্যন্ত গুরুত্বপূর্ণ। যুব বেকারত্ব মোকাবেলা করা এবং অংশীদারদের মধ্যে মতের আদান-প্রদান উত্সাহিত করার মাধ্যমে একটি অধিকতর ন্যায়সঙ্গত শ্রম খাতের ভিত্তি আরো শক্তিশালী হবে। সর্বোত্তম অনুশীলনসমূহের বিনিময় এবং ন্যায্য শ্রম অনুশীলনের জন্য বিশ্বমান প্রতিষ্ঠার জন্য আন্তর্জাতিক সংস্থাসমূহের সহযোগিতা অত্যন্ত গুরুত্বপূর্ণ। গতবছর নভেম্বরে জেনেভায় অনুষ্ঠিত ILO World of Work Summit-এ ILO Governing Body সামাজিক ন্যায়বিচারের জন্য একটি গ্লোবাল কোয়ালিশন গঠনের অনুমোদন দেয়, যে কোয়ালিশন কে গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের প্রধানমন্ত্রী শেখ হাসিনা সহ অনেক রাষ্ট্র ও সরকার প্রধান এবং জাতিসংঘসহ অন্যান্য বিশ্ব নেতারা স্বাগত জানিয়েছেন। সেখানে বাংলাদেশ সরকার বৈষম্য মোকাবেলা, সহযোগিতা, ন্যায্যতা, অন্তর্ভুক্তি, ত্রিপক্ষীয়তা এবং যুব ক্ষমতায়নের উপর জোর দেওয়াসহ সামাজিক ন্যায়বিচার বাস্তবায়িত করার জন্য পাঁচটি পরামর্শ দিয়েছে। The Global Coalition for Social Justice -এর লক্ষ্য হল সামাজিক ন্যায়বিচারের অভাবকে জরুরীভাবে মোকাবেলা করতে এবং শোভন কাজের এজেন্ডাকে ত্বরান্বিত করার জন্য সম্মিলিত প্রচেষ্টা জোরদার করা। বিশ্বব্যাপী সংহতি, নীতির সমন্বয় এবং ভিন্নধর্মী অংশীজনদের মধ্যে সমন্বিত পদক্ষেপের মাধ্যমে শক্তিশালী, টেকসই, এবং অন্তর্ভুক্তিমূলক উন্নয়নকে ত্বরান্বিত করা এর মূল লক্ষ্য। Bangladesh Employers’ Federation (BEF) এবং Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA)- সহ ১৩ ফেব্রুয়ারি ২০২৪ পর্যন্ত এই কোয়ালিশনের সদস্য সংখ্যা ১৪১। গ্লোবাল কোয়ালিশনে বাংলাদেশের অংশগ্রহণ টেকসই কাজের অনুশীলন এবং সামাজিক ন্যায়বিচার নীতিসমূহ গ্রহণ ও প্রচারের ক্ষেত্রে জাতীয় এবং বৈশ্বিক উভয় পর্যায়ে বাংলাদেশকে শীর্ষস্থানে রাখে। এই অংশীদারিত্ব একটি ন্যায়সঙ্গত এবং সম-অধিকারসম্পন্ন সমাজ গঠনে বাংলাদেশ সরকারের অঙ্গিকারের বহিঃপ্রকাশ।

মনিকার উদ্যোক্তা হওয়ার স্বপ্ন যেভাবে ১২ বছরের দিঘীর জীবন বদলে দিল

“বাবা, তাড়াতাড়ি চলো!” দিঘী তার বাবা মো. মাজেদ আলী মণ্ডলকে উদ্দেশ্য করে বলল। বাবা-মেয়ে দুজনে মিলে যাচ্ছিলো ইউনিসেফের সহায়তায় মোসাম্মৎ মনিকা বেগমের চালু করা ল্যাট্রিনের দোকানে। দিঘীদের গ্রামে এই দোকানেই কেবল ল্যাট্রিন পাওয়া যায়।
মনিকাকে দেখেই যেন দীঘি আরও জোরে হাঁটা শুরু করল, তার চোখ-মুখও খুশিতে উজ্জ্বল হয়ে উঠল। শান্ত স্বভাবের দিঘী তার উত্তেজনা যেন আর ধরে রাখতে পারছিল না। গত ছয় মাস ধরে সে এই মুহূর্তের স্বপ্ন দেখেছে এবং বাবা-মায়ের কাছে বার বার একটি নতুন ল্যাট্রিনের জন্য আবদার করেছে। বাড়িতে একটি ভালো ল্যাট্রিন হলে তার আর বাইরে ল্যাট্রিন খুঁজে বেড়ানো লাগবে না।
“আমাদের আগের ল্যাট্রিনটা ভালো ছিল না। সেখানে দুর্গন্ধ হত

রাপত্তাহীনতায় দিঘী
দিঘী কয়েক মাস ধরে স্যানিটেশন ব্যবসার দোকানটিতে যাওয়া-আসা করছিলো। সেখানে মনিকা ও তাঁর স্বামী মো. হাতিম সারি সারি করে নিজেদের তৈরি করা পিট ল্যাট্রিন১ সাজিয়ে রেখেছে। সেগুলো ছিল নানা রঙের ও নানা ধরনের। দোকানটি গ্রামের মূল সড়কের সামনে। গাছপালায় ঘেরা ওই জায়গায় শিশুদের কোলাহল শোনা যায়। প্রতিদিন এখান দিয়ে হেঁটে যায় দিঘী। সে জানত, তার গ্রামের অন্যান্য পরিবার মনিকার কাছ থেকে ল্যাট্রিন কিনছে। দিঘী বলে, “অন্যান্য বাড়িতে আমি ভালো ল্যাট্রিন দেখেছি। আমাদের স্কুলে শিক্ষকেরাও বলতেন যে, আমাদের পরিচ্ছন্ন টয়লেট ব্যবহার এবং টয়লেট কেন্দ্রিক পরিষ্কার-পরিচ্ছন্নতা (হাইজিন) মেনে চলা উচিত।”
ল্যাট্রিন ব্যবহারের পর দিঘী খুব ভালোভাবে সাবান দিয়ে তার হাতদুটো ধুয়ে নিচ্ছে। সে স্যাটোট্যাপ ব্যবহার করছে। এটা ইউনিসেফের সহায়তায় দেওয়া একটি উদ্ভাবনীমূলক হাত ধোয়ার ডিভাইস।
দিঘী দীর্ঘ সময় ধরে অস্বস্তির সাথে তাদের বাড়ির টয়লেট ব্যবহার করে আসছে। তাদের ঘরটি ছোট। সেটার কাছেই দুর্গন্ধময় ল্যাট্রিন ছিল, যেখানে পোকামাকড় থাকত। এই ল্যাট্রিন ছিল তাদের খোলা রান্না ঘর থেকে দুই পা দূরে। ওই রান্না ঘরেই মাকে খাবার তৈরিতে সাহায্য করত মেয়েটি।
একটি পরিষ্কার টয়লেট পাওয়ার আকাঙ্ক্ষা থেকে দিঘী তার মা-বাবার মানসিকতায় পরিবর্তন আনার সিদ্ধান্ত নেয়। সে তাদেরকে সবভাবে বোঝানোর চেষ্টা করে। এমনকি নতুন টয়লেট না হলে বাড়ি ছেড়ে যাওয়ারও হুমকি দেয়।
এরপরেও দিঘীর বাবা-মা তার কথায় রাজি হচ্ছিল না। এটা করা ঠিক হবে কি না, তা নিয়ে সন্দিহান ছিলেন তারা।
ওই ঘটনা স্মরণ করে দিঘীর বাবা মাজেদ বলেন, “ওই সময় আমাদের কাছে টাকাও ছিল না। একটি ভালো ল্যাট্রিনের সুবিধাগুলো কী কী, তাও আমরা বুঝতাম না।” গ্রামের বাজারে শাকসবজি বিক্রি করা মাজেদই পরিবারের একমাত্র উপার্জনক্ষম ব্যক্তি।
দিঘীর মা আমিনা বিবি ওই সময়ের কথা স্মরণ করে বলেন, “তখন কিন্তু দিঘী নিয়মিত অসুস্থ হয়ে পড়ত। ডায়রিয়ার মতো পেটের সমস্যা লেগেই থাকত।”
বাংলাদেশের গ্রামাঞ্চলে খোলা জায়গায় মলত্যাগ প্রায় বন্ধ হয়ে গেছে। কিন্তু একটি পরিষ্কার-পরিচ্ছন্ন টয়লেট এখনো অনেকের নাগালের বাইরে, বিশেষ করে দিঘীদের মতো স্বল্প আয়ের পরিবারগুলোর জন্য। অনেক ক্ষেত্রে পরিবারের সদস্যরা ভাঙাচোরা একটি ল্যাট্রিন ব্যবহার করেন। তাতে শিশুরা সরাসরি মানুষের মলমূত্র, দূষিত পানির সংস্পর্শে আসে এবং এভাবে রোগ-বালাই ছড়িয়ে পড়ে।
একটি নতুন ল্যাট্রিন কেনা তাদের জন্য অনেকগুলো টাকার ব্যাপার হলেও আমিনা ও মাজেদ মেয়ে দিঘীর ভালোটাই চান। মেয়ের জেদের কাছে হার মানার পরেও তারা মনিকার কাছে পরামর্শ চাইলে তিনিও আশ্বস্ত করেন যে, দিঘী ঠিকটাই বলছে। তাদের মানসম্মত স্যানিটেশন ও পরিষ্কার-পরিচ্ছন্ন জীবনযাপনের ব্যবস্থা করতে হবে। এটা শুধু তাদের মেয়ের স্বাস্থ্যের জন্যই নয়, তার নিরাপত্তা, মানসিকভাবে ভালো থাকা ও শিক্ষার জন্যও দরকার।

৪০ বছর বয়সী মনিকা একজন নারী উদ্যোক্তা, যিনি নিজের ভাগ্য বদলেছেন; দিঘীর গ্রামে মনিকা ভালোভাবেই পরিচিত। মনিকার রয়েছে দারুণ উপস্থিত বুদ্ধি। তিনি অত্যন্ত পরিশ্রমী এবং সর্বোপরি কঠিন সময়কে চমৎকারভাবে সামলে নিতে সক্ষম।
প্রথম দিকে তার ব্যবসা মোটেও সহজ ছিল না। মনিকা উদ্যোক্তা হওয়ার ক্ষেত্রে একটি বিরাট ঝুঁকি নিয়েছিলেন।
সে সময়ের কথা মনে করে মনিকা বলেন, “তখন আমি খুব গরিব ছিলাম । দেখেছিলাম লোকজন এসব জিনিসি বিক্রি করে। ব্যবসা শুরু করার টাকা জোগাড় করার জন্য আমরা বাড়ির গরু-ছাগল ও হাঁস-মুরগি বিক্রি করে দিই। ঘরে বসে ল্যাট্রিন তৈরি করার জন্য আমি কিছু উপকরণ সংগ্রহ করি, কিছু কিনে আনি। প্রথম দিকে তেমন কোন বিক্রিই ছিল না।”
মনিকা তার কাছে থাকা সব টাকা-পয়সা নিয়ে, মনপ্রাণ দিয়ে এ কাজে লেগে পড়েন। কয়েকবার স্বামীকে ল্যাট্রিন বানাতে দেখার পর নিজের হাতেই তা বানাতে শুরু করেন। শুরুতে, মনিকা প্রত্যাশানুযায়ী ফল পাচ্ছিলেন না; এরপর তিনি ইউনিসেফের সহায়তাপুষ্ট সান মার্ক সিস্টেমস ডেভেলপমেন্ট প্রোজেক্টে যোগ দেন, তারপর থেকে তার ব্যবসা বাড়তে থাকে।
মনিকা বলেন, “যখন ইউনিসেফ ও এর পার্টনার (অংশীজন) আইডিই এর থেকে প্রশিক্ষণ নিলাম, তারপর থেকে ল্যাট্রিন বানানো শুরু করে সফলতা পেতে থাকলাম।” তিনি বলেন, “প্রশিক্ষণে আমি শিখলাম যে, অপরিষ্কার টয়লেট থেকে দুর্গন্ধ ছড়ায়, সেখানে পোকামাকড় আসে এবং রোগ-বালাই তৈরি হয়। তাই আমরা ঢাকনাসমেত টয়লেট তৈরি করতে শুরু করলাম। এই পিট টয়লেট কোথায় কীভাবে বসাতে হয়, সে বিষয়েও আমরা জানলাম। কীভাবে এই টয়লেট পরিষ্কার-পরিচ্ছন্ন, নিরাপদ রাখতে হয়- এমন অনেক কিছু আমরা শিখলাম।”
ইউনিসেফ অংশীজনদের নিয়ে বাংলাদেশের ২৫টি জেলায় মনিকার মতো ক্ষুদ্র উদ্যোক্তাদের ক্ষমতায়নে ভূমিকা রেখেছে। এতে স্থানীয় অর্থনীতি যেমন উপকৃত হচ্ছে, তেমনি কমিউনিটিতে নিরাপদ স্যানিটেশন চর্চা বিষয়ে সচেতনতা বাড়ছে এবং পরিষ্কার-পরিচ্ছন্ন স্যানিটেশন পণ্যের চাহিদা তৈরি হচ্ছে।
সবচেয়ে গুরুত্বপূর্ণ হচ্ছে, এর ফলে শিশু ও তাদের পরিবারগুলো উপকৃত হচ্ছে। নওগাঁয় মনিকার ব্যবসার ফলে তার কমিউনিটি পরিষ্কার-পরিচ্ছন্ন ল্যাট্রিন সম্পর্কে সচেতন হয়েছে; তা দিঘীর জীবনেও উন্নয়ন ঘটিয়েছে। মনিকা গর্বের সঙ্গে বলেন, “আমি একজন নারী হয়ে ব্যবসা করছি। এটা নিয়ে লোকজন অনেক কথা বলতে পারে। কিন্তু আমার ব্যবসায় অনেক মানুষের মঙ্গল হচ্ছে।” তিনি আরও বলেন, “এখন আর ওই প্রকল্প থেকে সহায়তা না পেলেও আমি এই ব্যবসা চালিয়ে নিতে এবং এটা আরও বড় করতে পারব বলে আত্মবিশ্বাসী।”
বার হাত ধরে দিঘী খুঁটিয়ে খুঁটিয়ে প্রতিটি পিট ল্যাট্রিন পরীক্ষা করে। মাঝে মাঝে সে তার বাদামী রঙের স্যান্ডেলগুলো খুলে খুব সতর্কভাবে প্রতিটি ল্যাট্রিনের ওপর দিয়ে হাঁটছিল। শেষ পর্যন্ত সে গোলাপী রঙের মেঝেতে সাদা টাইলস বসানো একটি ল্যাট্রিন পছন্দ করে।
দিঘী বলে, “নতুন ল্যাট্রিন দেখে আমার খুবই আনন্দ হচ্ছিল। কারণ আমি নিজে দোকানে গিয়ে এটা পছন্দ করেছিলাম। এটায় টাইলস আছে এবং এটা রঙিনও।”
এখন বাড়িতে দিঘী নিরাপদে ও স্বস্তির সাথে মানসম্মত টয়লেট ব্যবহার করতে পারে। এখন আর পরিষ্কার টয়লেট খুঁজতে তাকে একা বাইরে যেতে হয় না। তার এখন আর আগের মতো অসহায় লাগে না; দিঘী আর আগের মতো ঘন ঘন অসুস্থও হয়ে পড়ে না। এখন দিঘী প্রতিদিন স্কুলে যায়। নিজের লক্ষ্য অর্জনে পড়াশোনায় মনোনিবেশ করতে পারে।
মো. মাজেদ আলী মণ্ডল তার এক সন্তানকে হারিয়েছে। দিঘী এখন তার নিজের ও তার বাবা-মার স্বপ্ন পূরণে এগোচ্ছে।
“ভবিষ্যতে আমি একজন চিকিৎসক হতে চাই,” জানায় দিঘী; ক্লাসে এবার দ্বিতীয় স্থান অর্জন করেছে সে।

আগুনের ছাই থেকে নতুন জীবনের সূচনা
ধোঁয়ার গন্ধ টের পাচ্ছিলাম রোহিঙ্গা শিবিরের সরু রাস্তা ধরে যেতে যেতে। এ বছরের শুরুতে এক বিশাল আগুন পুড়িয়ে দিয়েছে প্রায় ৯০০ ঘর। আরেকটু এগুতেই বোঝা যায় কোথায় আগুন লেগেছিল। হঠাৎ এক জায়গায় দেখা যায় কোন গাছ নেই, মাটি পুড়ে কালো হয়ে আছে। কয়েকদিন আগেও সবুজে ঢাকা পাহাড়গুলোতে এখন আছে শুধু পোড়া গাছ।
সব হারানো হাজার হাজার রোহিঙ্গা শরণার্থী ৭ জানুয়ারি রাতে এখানে আবারও নিঃস্ব হয়েছে। তেরপল আর বাঁশের তৈরি ঘরগুলোতে গত কয়েক বছরের শরণার্থী জীবনে সংগ্রহ করা সামান্য কিছু জিনিস-পত্রই ছিল। সেগুলোও পুড়ে গেল, যখন আগুন থেকে বাঁচতে সবাই মরিয়া হয়ে পালাচ্ছিল। তবে মানুষগুলো ফিরেও এসেছে দ্রুত। অস্থায়ী ঝুপড়িতে বসে তাদের অধীর অপেক্ষা আগের জায়গায় নতুন করে ঘর তোলার জন্য। মানবিক সংস্থাগুলোর তৈরি ইমার্জেন্সি শেল্টারগুলো হয়তো উষ্ণ আর শক্ত, কিন্তু তাঁদের অনেকেই চান পরিচিত জায়গায় থাকতে। একজন শরণার্থী যেমন বলছিলেন, “এক জায়গা থেকে আরেক জায়গায় যেতে যেতে আমরা ক্লান্ত। আপাতত এখানেই আমাদের ঘর”।
এই প্রান্তরে এখন শোনা যায় নির্মাণের শব্দ আর নতুন ঘর তুলতে পুরোদমে ব্যস্ত শরণার্থীদের কন্ঠ। রোহিঙ্গা শরণার্থীরা এক এক দুর্যোগের পর নতুন করে আবার সব কিছু দাঁড় করায়, আর পরিস্কার প্রমাণ দেয় তাদের দৃঢ় প্রত্যয়ের।
আমাদের গর্ব হয় প্রত্যেকটা দুর্যোগে শরণার্থী স্বেচ্ছাসেবক ও সাধারণ শরণার্থীদের স্থির সংকল্প আর দক্ষতা দেখে। এবারের আগুনে একজনও মারা যায় নি, বা গুরুতর আহত হয় নি। রাত ১টার সামান্য একটু পর যখন সাইরেন বেজেছে, শত শত স্বেচ্ছাসেবক এগিয়ে এসেছে। তারা শিশু, বয়োবৃদ্ধ ও প্রতিবন্ধীসহ প্রায় ৫,০০০ মানুষকে নিরাপদে সরিয়ে নিয়েছে, আর এর সাথে আগুনও নিভিয়েছে।
অন্য ক্যাম্প থেকে রোহিঙ্গা স্বেচ্ছাসেবকরাও এসে যোগ দেয় দ্রুত ছড়িয়ে পড়া লেলিহান শিখা নেভাতে। তারা খুব ভালো করেই জানতো শীতের শুস্ক মৌসুমের জোরালো বাতাসে আগুন কত দ্রুত ছড়াতে পারে। সময় মত নেভাতে না পারলে এর পর তাদের ঘরেও আগুন লাগতে পারতো। দমকল বাহিনীর প্রতিও আমরা গভীরভাবে কৃতজ্ঞ; তারা ঘটনাস্থলে এসেছিলেন, আর প্রায় তিন ঘন্টার সম্মিলিত চেষ্টায় আগুন নিয়ন্ত্রণে আসে।
রোহিঙ্গাদের সাহসিকতা ও তৎপরতায় আমি বিস্মিত। উদ্ধারকাজে নিয়োজিত শরণার্থী স্বেচ্ছাসেবকেরা বয়স্ক প্রতিবেশীদের, যারা হাঁটতে পারে না, তাদের কাঁধে করে সরিয়ে নিয়ে গেছেন। আরেক দল “ফায়ার-ব্রেক” তৈরি করছিল কিছু শেল্টার ভেঙে দেয়ার মাধ্যমে, যেন আগুনের ছড়িয়ে পড়া বন্ধ করা যায়। আগুন মোকাবেলায় তাদের প্রত্যকেই গুরুত্বপূর্ণ ভূমিকা রেখেছে।
তারা সবাই একটা ব্যাপারে একমত যে ক্যাম্পে ঢোকার রাস্তা ভালো থাকলে অনেক মূল্যবান সময় বাঁচানো যেত।
রোহিঙ্গাদের আগমনের পর ২০১৭ সালের শেষের দিকে যখন এই পাহাড়ি এলাকায় শরণার্থী শিবির গড়ে ওঠে, সবুজে ঢাকা এই জায়গা রুপ নেয় জনবহুল লোকালয়ে। স্যান ফ্রান্সিস্কো বা আমস্টারডাম শহরের জনসংখ্যার সমান সংখ্যক মানুষের বাসস্থান নির্মাণে বাংলাদেশী ও আন্তর্জাতিক মানবিক সংস্থার কর্মীরা একসাথে কাজ করেছিল কয়েক মাস ধরে।
পরবর্তী বছরগুলোতে যখন ক্যাম্প জুড়ে রাস্তাগুলো তৈরি হলো, পাহাড়ের ধারে ততদিনে গড়ে উঠেছে রোহিঙ্গাদের শেল্টার। এই এলাকাকে বড় রাস্তার সাথে যুক্ত করতে হলে সেই শেল্টারগুলো ভাঙতে হত, আর মানুষগুলোকে আবার অন্য কোথাও সরিয়ে নিতে হত। তাই শেল্টারগুলো আর ভাঙা হয় নি, সংযোগ সড়ক নির্মাণ হয় নি। সেজন্যই ৭ জানুয়ারির রাতের আগুনের স্পটে যাওয়ার উপায় ছিল সরু রাস্তা আর সিঁড়ি। বাঁশ দিয়ে মজবুত করা সরু রাস্তায় দমকলের গাড়ি সহজে যেতে পারছিল না।
২০১৭ সাল থেকে রোহিঙ্গা ক্যাম্পের অনেক উন্নতি হয়েছেঃ স্বাস্থ্যবিধি, শিক্ষা ও চিকিৎসাকেন্দ্র জীবনমান উন্নয়নে সাহায্য করেছে। বনায়নের জোরালো প্রচেষ্টায় বাদামী এলাকাটি সবুজে ভরিয়ে তোলা হয়েছে। দক্ষতা উন্নয়নমূলক কর্মকান্ডের মাধ্যমে শরণার্থীরা পেয়েছে নতুন কাঠামো ও কিছু সামগ্রী। যদিও প্রায় সবাই আমাদের বলে নিরাপদ হলে তারা নিজ দেশ মিয়ানমারে ফিরে যেতে চায়; তবুও তারা যারপরনাই চেষ্টা করছে দৈনন্দিন কাজের মাধ্যমে শরণার্থী জীবনে স্বাভাবিক থাকতে।
বাংলাদেশী মানবিক সংস্থা, জাতিসংঘের সংস্থা ও এনজিও’র সাথে মিলে ইউএনএইচসিআর ক্ষতিগ্রস্ত ক্যাম্পটি পুনঃনির্মাণ করছে, আর লক্ষ্য রাখছে কিভাবে আরেকটু ভালোভাবে এটিকে গড়ে তোলা যায়। সুষ্ঠুভাবে পরিকল্পিত ক্যাম্পে দুর্যোগের ঝুঁকি কম থাকে। যদিও রোহিঙ্গাদের ঘর নির্মাণে এখনও অস্থায়ী উপকরণই ব্যবহৃত হচ্ছে; তারপরও আমরা সাইট প্ল্যানিং, রাস্তার প্রশস্ততা, পানি ও পয়ঃনিস্কাশন কেন্দ্র, স্ট্রিট ল্যাম্প এবং শেল্টারের সার্বিক নকশায় গুরুত্বপূর্ণ উন্নতি করছি।
ক্যাম্পের বিধ্বংসী আগুন আমাদের আবারও তীব্রভাবে মনে করিয়ে দেয়, রোহিঙ্গাদের মনোবল যত দৃঢ়ই হোক না কেন, শরণার্থী শিবিরে দুর্যোগ আঘাত হানলে তা খুবই করুণ অভিজ্ঞতা নিয়ে আসে। সেজন্য ঘূর্ণিঝড়, ভারী মৌসুমী বৃষ্টি, আগুন বা ভূমিধ্বসে টিকে থাকার মত মজবুত বাসস্থান ও ভালো সংযোগ সড়ক নির্মাণে আমাদের সম্মিলিতভাবে কাজ করা খুবই জরুরী। শত শত ঘর, রাস্তা আর বিভিন্ন স্থাপনা পুনঃনির্মাণের মাধ্যমে তাদের জীবন নতুন করে শুরু হচ্ছে। ক্ষতিগ্রস্ত মানুষ নতুন ঘরে থাকতে পারবে। যেখানে আমরা আশা করি তারা আরেকটু নিশ্চিন্তে ঘুমাতে পারবে এটা জেনে যে বিপদে তাদের কাছে সাহায্য পৌঁছুবে আরেকটু দ্রুত।

Young innovators on their way to revolutionize the renewable energy landscape in Bangladesh
Three bright minds from Bangladesh – Abdullah Al Araf (25), Johora Gulshan Ara (25), and Rahat Uddin (25) – stand tall among the champions of the 2022 Generation Unlimited Youth Challenge, a global competition challenging young minds across the world to tackle their community’s toughest problems, supporting them to translate their ideas into reality.
The idea of BD Highway Turbine emerged from a collective desire to combat the pressing issue of climate change and reduce dependency on non-renewable energy sources. One of the contributors to climate change is carbon emissions from power plants and the consequences ripple through communities, with far-reaching effects such as heightened vulnerability to natural disasters and increased susceptibility to disease outbreaks. Recognizing the urgent need for sustainable solutions, these innovators embarked on a mission to develop a new way to harness the power of renewable energy.
Pioneering change initiative for renewable energy
Bangladesh is heavily dependent on non-renewable energy sources such as coal, oil, and natural gas, which are decreasing with time. Although the country is working on becoming climate-neutral and has set up wind turbines, the popularity of the traditional wind turbines is still low, largely due to the noise pollution they cause along with adverse environmental impacts.
Designed for highways, coastal areas, and riverside, the BD Highway Turbine initiative introduces a vertical-axis wind turbine, transforming bustling highways and coastal zones into renewable energy hubs. Harnessing the kinetic energy generated by fast-moving vehicles and natural winds, this turbine is an eco-friendly alternative. Unlike its horizontal counterparts, these vertical-axis turbines pose no threat to avian life and are efficient even in densely populated urban landscapes.
"Our groundbreaking product is very efficient and has many aerodynamic characteristics. It gives full rated output within 4 to 5 hours a day, and the wind power harnessed through this method can be used for street lighting, traffic signal lighting, toll gates, etc. These turbines also match solar energy well because wind and solar have opposite panel patterns when they produce energy,” explained Rahat Uddin, the Chief Technology Officer at BD Highway Turbine.
Innovating for sustainability
Their innovative technology, equipped with built-in sensors and an advanced IoT platform, extends beyond energy generation by monitoring crucial city parameters such as temperature, humidity, wind, and CO2 levels. Additionally, a user-friendly mobile app will provide real-time data about the generated energy and measurements made by BD Highway Turbine.
This revolutionary idea developed into a scalable business solution through the team’s participation at the Generation Unlimited imaGen Ventures Youth Challenge 2022. All the milestones within this challenge, starting from bootcamps, mentoring from experts, getting seed fund for developing prototype which has been installed experimentally in Cox’s Bazar, Bangladesh, further propelled their innovation forward.
In Bangladesh, the Generation Unlimited imaGen Ventures Youth Challenge is led by UNICEF in partnership with JAAGO Foundation Trust, Bangladesh Brand Forum, SIYB Bangladesh, Technovation, and the International Labour Organization (ILO).
Empowering young trailblazers
In August 2023, two teams were selected by the jury at the national pitching event from the competing 19 teams to participate in the global phase of the challenge. Finally, in December 2023, BD Highway Turbine was declared as one of the 10 winning teams out of 40 teams from 20 participating countries in a surprise announcement at the UNICEF Bangladesh office. The team along with the other nine global winners will receive seed funding of USD 10,000 per team to directly invest in their ventures and access to global incubation opportunities.
“Team BD Highway Turbine has developed an amazing way to harness energy, to take full advantage of all the things that happen naturally and generate more electricity without any adverse effect on the environment. It is a great achievement for the youth, and a great achievement for Bangladesh. I am very proud of these young innovators,” said Sheldon Yett, UNICEF Representative to Bangladesh.
However, BD Highway Turbine still has a long way to go to reach their goal of making the wind turbines a global industry. “In our team, each of us is driven by a distinct passion – sustainability, technology innovation, and community impact. With this seed fund and access to mentorship, knowledge-sharing programmes, and incubation, we will be able to bring you smart and renewable cities of the future,” said Johora Gulshan Ara.
In the dynamic landscape of renewable energy, BD Highway Turbine stands as a beacon of hope. With each milestone achieved, the team edges closer to realizing their vision of ushering in a greener, cleaner tomorrow. UNICEF is committed to supporting these young visionaries, as they pave the way for a more sustainable future.

এইচপিভি থেকে প্রতিবন্ধী মেয়েশিশুদের সুরক্ষা প্রদানে ড. নাজনীন আক্তারের নিরলস প্রচেষ্টা
“মাসিকের সময় আমার মায়ের অতিরিক্ত রক্তপাত ও শরীরে অনেক ব্যথা হতো। এক পর্যায়ে ব্যথা অসহনীয় অবস্থায় চলে গেলে, অস্ত্রোপচার করে তার জরায়ু অপসারণ করতে হয়। কারণ মা জরায়ু মুখের ক্যানসার রোগের উচ্চঝুঁকিতে ছিলেন এবং তার হিউম্যান প্যাপিলোমা ভাইরাসের (এইচপিভি) টিকা নেওয়া ছিল না”- বললেন ড. নাজনীন আক্তার। তিনি সূর্যের হাসি ক্লিনিকের একজন চিকিৎসক (জেনারেল প্র্যাকটিশনার) ও আলট্রাসনোলজিস্ট। ড. নাজনীন দুই সন্তানের মা। সম্প্রসারিত টিকাদান কর্মসূচিতে (ইপিআই) একজন মাস্টার প্রশিক্ষক হিসেবে কাজ করেন। ঢাকা সিটি কর্পোরেশনে নিযুক্ত টিকা প্রদানকারীদের প্রশিক্ষণও দেন তিনি।
জরায়ু মুখের ক্যানসার নিয়ে বাংলাদেশ ভয়ংকর এক বাস্তবতার সামনে দাড়িয়ে। প্রতিবছর এই রোগে ৫ হাজারের মতো নারীর মৃত্যু হয়। তবে এইচপিভি টিকার মাধ্যমে এই সমস্যার একটি কার্যকর সমাধান বেরিয়ে এসেছে। ইউনিসফে, ভ্যাকসিন অ্যালায়েন্স (গ্যাভি) ও বিশ্ব স্বাস্থ্য সংস্থার (ডব্লিউএইচও) সহযোগিতায় বাংলাদেশ সরকার ঢাকা বিভাগে এইচপিভি টিকাদান কার্যক্রম শুরু করেছে। এটি শুরু হয়েছে ২০২৩ সালের অক্টোবরে। পরে তিনটি পর্যায়ে এই কর্মসূচি সারাদেশে সব বিভাগে বাস্তবায়ন হবে। এই কর্মসূচির মাধ্যমে পঞ্চম থেকে নবম শ্রেণির ও শিক্ষা থেকে বঞ্চিত ১০ থেকে ১৪ বছর বয়সী মোট এক কোটিরও বেশি মেয়েকে এইচপিভি টিকা দেওয়ার লক্ষ্য নির্ধারণ করা হয়েছে। সবাইকে এই টিকা দেওয়া হবে বিনামূল্যে।
জরায়ু মুখের ক্যানসারের বিরুদ্ধে লড়াই
ড. নাজনীন আক্তার এইচপিভি টিকাদান কর্মসূচি সম্পর্কে জানতে পারেন ইপিআই সদরদপ্তরে একটি প্রশিক্ষণের সময়। জরায়ু মুখের ক্যানসার নিয়ে তার ব্যক্তিগত অভিজ্ঞতা তাকে এবিষয়ে কাজ করতে উদ্বুদ্ধ করে। তার ছেলে ‘প্রয়াস ইনস্টিটিউট অব স্পেশাল এডুকেশন’ এ লেখাপড়া করে । তিনি ঠিক করেন এইচপিভি টিকা নিয়ে তিনি প্রতিষ্ঠানটিতে আলোচনা করবেন। প্রয়াস ইনস্টিটিউট একটি বিশেষায়িত প্রতিষ্ঠান, যা প্রতিবন্ধী শিশুদের সামগ্রিক বিকাশে কাজ করে।
ড. নাজনীন বলেন, ‘‘বিশেষ চাহিদাসম্পন্ন একজন শিশুর মা হিসেবে তাদের বাড়তি যত্নের ব্যাপারে আমি সচেতন; বিশেষ করে মেয়ে শিশুদের ক্ষেত্রে। একজন চিকিৎসক হিসেবে এবং আমার মায়ের দীর্ঘ-যন্ত্রণার কথা মনে করে প্রয়াস ইনস্টিটিউটের মেয়েদের মধ্যে যারা এইচপিভি টিকা নেওয়ার যোগ্য তাদের প্রাণঘাতী এই রোগটি থেকে সুরক্ষা প্রদানকে আমি আমার দায়িত্ব ও সুযোগ- দুটো হিসেবেই দেখেছি। আমার মেয়েকে তার স্কুলে টিকা প্রদানের পাশাপাশি আমার লক্ষ্য ছিল, ছেলের স্কুলে যেসব মেয়ে পড়াশোনা করে তাদের টিকা নেওয়ার সুযোগ করে দেওয়া।’’
এইচপিভি সম্পর্কে প্রচলিত ভ্রান্ত ধারনা ভেঙ্গে সচেতনতা বাড়ানো
প্রয়াস ইনস্টিটিউটে এই কর্মসূচি আয়োজন করার ক্ষেত্রে বেশকিছু চ্যালেঞ্জও ছিল। কারণ, এইচপিভি টিকা নিয়ে সমাজে কিছু ভ্রান্ত ধারনা বা ট্যাবু প্রচলিত রয়েছে। যেমন, একটি ভুল ধারণা হলো- ১২ বছর বয়সের পর এই টিকা অকার্যকর। পার্শ্বপ্রতিক্রিয়া নিয়ে ভিত্তিহীন কিছু বিশ্বাসও রয়েছে। যেমন, এটি বন্ধ্যাত্ব তৈরি করতে পারে । এসব ভুল ধারণা ও ভিত্তিহীন বিশ্বাস সন্তানকে টিকা দিতে তাদের মা-বাবাকে দ্বিধাগ্রস্ত করে ফেলে। তাই সম্প্রতি এই টিকা কার্যক্রমের উদ্বোধনী অনুষ্ঠানে লক্ষ্য করা যায়, বাবা-মায়েরা তাদের শিশুদের ওপর এই টিকার সম্ভাব্য বিরূপ প্রতিক্রিয়া বিষয়ে বেশ আশঙ্কা করছেন, ফলে তাদের মধ্যে এক ধরনের অনাগ্রহ কাজ করছে।
ড. নাজনীন আক্তার দ্রুত স্কুলের শিক্ষক ও প্রশাসনের কর্মকর্তাদের সঙ্গে একাধিক বৈঠক করেন। এরপর স্কুলের অধ্যক্ষ তাকে শিক্ষকদের সঙ্গে নিয়ে অভিভাবকদের সাথে কথা বলার এবং এইচপিভি টিকার গুরুত্ব ব্যখ্যাসহ এর সুরক্ষা ও কার্যকারিতা বিষয়ক বুকলেট বিতরণের সুযোগ করে দেন; তার এই আন্তরিক প্রচেষ্টার ফলে, আভিভাবকগন সঠিক তথ্য পেয়ে সচেতন হবার পাশাপাশি নির্দ্বিধায় এবং খুশিমনে তাদের মেয়েদের টিকাদানের ক্ষেত্রে এগিয়ে আসছে। তাই, ড. নাজনীন আক্তার বিশ্বাস করেন, চিকিৎসকদের সরাসরি পরামর্শ, টিকা গ্রহণে অভিভাবকদের নিবন্ধন উল্লেখযোগ্য হারে বাড়াতে পারে।
প্রয়াসে একদিনের কর্মসূচিতে ২৫ জন মেয়ে এইচপিভি টিকা গ্রহণ করে। ঢাকা বিভাগে প্রাথমিক পর্যায়ে ১৩ জেলায় চার মাসে টিকা নেওয়ার যোগ্য ১৪ লাখ ৮৯ হাজার ১৯৩ জন মেয়ে এই টিকা গ্রহণ করে। টিকা গ্রহণের আগে তারা ভ্যাক্সি অ্যাপ অথবা ওয়েবসাইটে নিবন্ধন করে।
ফারহানা আজাদ প্রয়াস ইনস্টিটিউটের এক শিক্ষার্থীর অভিভাবক। তিনি বলেন, ‘‘আমার মেয়ে যাতে এইচপিভি টিকা নিতে পারে সেজন্য আজ আমি তাকে স্কুলে নিয়ে এসেছি। জরায়ু মুখের ক্যানসার নিয়ে সবসময় আমার দুঃশ্চিন্তা হয়। কারণ আমার একটি মেয়ে আছে এবং তাকে এইচপিভি টিকা দেওয়া না হলে যখন সে বড় হবে তখন এটি তাকে বিপদে ফেলতে পারে। এই টিকা সম্পর্কে যত তথ্য পাওয়া যায় তার সব আমি পড়ি। আমি নিশ্চিত করে বলতে পারি, এটি খুবই নিরাপদ। শিশুদের একটি স্বাস্থ্যকর ও আরও সমৃদ্ধ ভবিষ্যত প্রদানে আমি সব বাবা-মাকে তাদের মেয়ের জন্য এই টিকার নিবন্ধন করতে পরামর্শ দিচ্ছি।’’
বাংলাদেশের মেয়েদের জন্য একটি নিরাপদ ভবিষ্যৎ
বাংলাদেশে লাখ লাখ নারী জরায়ু মুখের ক্যানসারে মারা যায়। এটি এমন একটি রোগ যা অল্প বয়সী মেয়েদের মাত্র এক ডোজ টিকা দিয়ে প্রতিরোধ করা সম্ভব। বাংলাদেশে নারীদের যত ধরনের ক্যানসার হয় তারমধ্যে জরায়ু মুখের ক্যানসার দ্বিতীয় সর্বাধিক। আর ক্যানসারে যত মৃত্যু হয় তারমধ্যে সবচেয়ে মৃত্যুর ঘটনা ঘটে জরায়ু মুখের ক্যানসারে। তারপরও এদেশের বহু মানুষ এইচপিভি’র বিপদ এবং এর টিকা নেওয়ার গুরুত্ব সম্পর্কে সচেতন নয়। ড. নাজনীন আক্তার বিশ্বাস করেন, এ বিষয়ে সচেতনতা বাড়াতে এবং আরও বেশি মানুষকে এইচপিভির টিকা নিতে উৎসাহিত করতে সাধারণ মানুষের জন্য কাউন্সেলিং ও সচেতনতামূলক কর্মসূচি আয়োজন করা প্রয়োজন। তিনি বলেন, ‘‘ইউনিসেফ ও স্বাস্থ্যকর্মীদের সহযোগিতামূলক উদ্যোগ প্রয়াস ইনস্টিটিউটে এইচপিভি টিকা নিয়ে আলোচনা অনুষ্ঠান আয়োজনে গুরুত্বপূর্ণ ভূমিকা রেখেছে। অন্য অভিভাবকদের কাছে এই টিকা সম্পর্কে ইতিবাচক অভিজ্ঞতা শোনার পর ঘটনাস্থলেই অনেক অভিভাবক তাদের মেয়ের টিকার জন্য নিবন্ধন করেছেন। এভাবেই সমন্বিত প্রচেষ্টায় আমরা দেশ থেকে জরায়ু মুখের ক্যানসার নির্মূল করতে পারি।’’
ড. নাজনীন আক্তার তার প্রচেষ্টা, প্ররিশ্রম ও এডভোকেসি অব্যাহত রেখেছেন। যেসকল অভিভাবকগণ তাদের মেয়েদের জন্য নিবন্ধন করতে পারেননি, তাদেরকে সঠিক নির্দেশনা দিয়ে সহযোগিতা করেছেন। আলোচনা পর্ব শেষ হওয়ার পরও বিভিন্ন বিষয়ে অভিভাবকদের নানা প্রশ্ন, এইচপিভি টিকা সম্পর্কে মানুষের মধ্যে ক্রমবর্ধমান সচেতনতা ও আস্থার বিষয়টি তুলে ধরে। এ থেকে আরও বোঝা যায় যে, দেশব্যাপী এইচপিভি টিকা বিষয়ক ক্যাম্পেইন চালিয়ে নেবার এখনই সময় । তাই এইচপিভির মতো নতুন টিকা কর্মসূচি সফল করতে কমিউনিটির সম্পৃক্ততা ও স্কুলে সচেতনতামূলক কর্মসূচিগুলোতে শিক্ষক, বাবা-মা ও বোর্ড কর্মকর্তাদের সক্রিয় অংশগ্রহণ খুবই গুরুত্বপূর্ণ।

বাংলাদেশ সরকারের নেতৃত্বে রোহিঙ্গা মানবিক সংকটের জন্য ২০২৪ সালের কর্মকান্ডের যৌথ পরিকল্পনা বা জয়েন্ট রেসপন্স প্ল্যান (জেআরপি) আজ ঘোষণা করা হয়েছে। রোহিঙ্গা শরণার্থী ও তাদের আশ্রয় প্রদানকারী স্থানীয় জনগণ মিলিয়ে মোট ১৩.৫ লক্ষ মানুষের সহায়তায় এতে ৮৫২.৪ মিলিয়ন মার্কিন ডলারের আবেদন জানানো হচ্ছে। কর্ম-পরিকল্পনাটি ও আনুসাঙ্গিক আর্থিক চাহিদা আজ জেনেভায় দাতাদের সামনে তুলে ধরেছেন বাংলাদেশের পররাষ্ট্র সচিব মাসুদ বিন মোমেন, বাংলাদেশের মাননীয় প্রধানমন্ত্রীর মূখ্য সচিব মোঃ তোফাজ্জল হোসেন মিয়া, জাতিসংঘের শরণার্থী বিষয়ক হাই কমিশনার ফিলিপ্পো গ্র্যান্ডি, এবং জাতিসংঘের আন্তর্জাতিক অভিবাসন সংস্থার মহাপরিচালক এমি পোপ। মিয়ানমারে ক্রমবর্ধমান সংঘাতের এই সময়ে বাংলাদেশের সাথে আন্তর্জাতিক সংহতি এবং শরণার্থীদের সুরক্ষা আগের যে কোন সময়ের চেয়ে সবচেয়ে বেশি প্রয়োজন। যৌথ কর্ম-পরিকল্পনায় যুক্ত থাকছে ১১৭টি সংস্থা, যার প্রায় অর্ধেকই বাংলাদেশী। এর লক্ষ্য কক্সবাজার ও ভাসান চরে প্রায় ১০ লক্ষ রোহিঙ্গা শরণার্থী ও ৩৪৬,০০০ স্থানীয়র জনগণকে খাদ্য, আশ্রয়, স্বাস্থ্যসেবা, নিরাপদ পানি, সুরক্ষা পরিষেবা, শিক্ষা, জীবিকামূলক কাজের সুযোগ এবং দক্ষতা উন্নয়নের মাধ্যমে সহায়তা করা। বাংলাদেশে প্রায় ৯৫ শতাংশ রোহিঙ্গা পরিবার ঝুঁকিপূর্ণ অবস্থায় রয়েছে, এবং তারা মানবিক সহায়তার উপর নির্ভরশীল। এই শরণার্থী জনগোষ্ঠীর ৭৫ শতাংশেরও বেশি নারী ও শিশু; আর তারা শোষণ ও লিঙ্গ-ভিত্তিক সহিংসতার ঝুঁকিতে রয়েছে। তাদের জন্য জরুরী ভিত্তিতে প্রয়োজন টেকসই সহায়তা। পুরো শরণার্থী জনগোষ্ঠীর অর্ধেকেরও বেশি মানুষের বয়স ১৮-এর নিচে; যাদের শিক্ষা, দক্ষতা-উন্নয়ন ও জীবিকামূলক কাজের সুযোগ সীমিত। এই মানবিক সংকটটি যখন বৈশ্বিক মনযোগ হারিয়ে ফেলেছে, তখন ক্রমবর্ধমান চাহিদা মেটাতে বাংলাদেশ সরকার, স্থানীয় জনগণ ও দাতব্য সংস্থাগুলির প্রয়োজন টেকসই আন্তর্জাতিক সমর্থন। বিগত বছরগুলোর অপর্যাপ্ত তহবিল মিয়ানমারে সহিংসতা ও নিপীড়ন থেকে বাঁচতে বাংলাদেশে পালিয়ে আসা রোহিঙ্গা নারী, শিশু ও পুরুষদের জীবনে মারাত্মক বিরূপ প্রভাব ফেলেছে। তারা তাদের মৌলিক চাহিদাগুলো মেটাতেই হিমশিম খাচ্ছে, আর তাদের সমস্যা আরও প্রকট হওয়ার আশংকা রয়েছে। নিরাপত্তাহীনতা ও প্রাকৃতিক দুর্যোগে আক্রান্ত জনবহুল শরণার্থী ক্যাম্পে রোহিঙ্গাদের জীবন পুরোপুরিই অনিশ্চিত, আর তারা মানবিক সহায়তার উপর নির্ভরশীল। আন্তর্জাতিক সম্প্রদায়কে অবশ্যই ক্যাম্পে শরণার্থীদের শিক্ষা, দক্ষতা-প্রশিক্ষণ ও জীবিকামূলক কর্মকান্ডের সুযোগ সৃষ্টিতে বিনিয়োগসহ জীবন রক্ষাকারী ও জীবন ধারণে প্রয়োজনীয় সহায়তা অব্যাহত রাখতে হবে। মৌলিক চাহিদা মেটাতে সংগ্রামরত শরণার্থীদের জন্য এই তহবিল একান্ত প্রয়োজন, এবং এটি হবে তাদের জন্য সীমিত মানবিক সহায়তার পরিপূরক। গত বছরের ডিসেম্বরে জেনেভায় গ্লোবাল রিফিউজি ফোরামে দেওয়া প্রতিশ্রুতিসমূহ নিশ্চিতভাবে পূরণ করার জন্যও পদক্ষেপ নেওয়া প্রয়োজন। এর মধ্যে রয়েছে রোহিঙ্গাদের আত্মনির্ভরশীলতা বাড়ানোর প্রয়াস, যা তাদের একটি সুস্থ জীবনের আশা জাগিয়ে রাখবে ও সমুদ্রে বিপজ্জনক ভ্রমণের তাদের নিরুৎসাহিত করবে। বিস্তারিত তথ্যের জন্য যোগাযোগঃমোস্তফা মোহাম্মদ সাজ্জাদ হোসেন; hossaimo@unhcr.orgশারি ইয়াসমিন নাইমন; nijman@unhcr.org

ইউনিসেফ ও জাপান ভাসানচর ও কক্সবাজারে বসবাসরত রোহিঙ্গা শিশু এবং স্থানীয় বাংলাদেশিদের জীবনমানের উন্নয়নে একসঙ্গে কাজ করবে
জাপান সরকারের দেওয়া ২৭ লাখ মার্কিন ডলারের অনুদান নিয়ে ইউনিসেফ নোয়াখালীর ভাসানচর দ্বীপ ও কক্সবাজার জেলায় বসবাসরত রোহিঙ্গা শরণার্থী শিশু ও নারী এবং স্থানীয় জনগোষ্ঠীর জীবনমানের উন্নয়নে কার্যক্রম সম্প্রসারণ করছে। কক্সবাজার জেলা ও ভাসানচরে মিয়ানমার থেকে বাস্তুচ্যুত ব্যক্তিদের জন্য বহুমুখী মানবিক সহায়তা বিষয়ক প্রকল্পের (দ্য প্রজেক্ট ফর মাল্টিপল হিউম্যানিটেরিয়ান অ্যাসিসট্যান্স ফর ডিসপ্লেসড পারসনস ফ্রম মিয়ানমার ইন কক্স’স বাজার ডিস্ট্রিক্ট অ্যান্ড ভাসানচর) মাধ্যমে কক্সবাজার ও ভাসানচর আশ্রয় শিবিরের এক লাখ ৭৬ হাজারের বেশি রোহিঙ্গা শরণার্থীর সঙ্গে স্থানীয় জনগোষ্ঠীর ব্যক্তিবর্গ সহায়তা পাবেন। এই প্রকল্পের আওতায় একটি সমন্বিত ও বহুমুখী মানবিক সহায়তা প্রদানের লক্ষ্য নির্ধারণ করা হয়েছে। যেখানে শিশুদের শিক্ষার সুযোগ, স্বাস্থ্যবিধি মেনে চলা (পানি, পয়ঃনিষ্কাশন ও পরিষ্কার-পরিচ্ছন্নতা), স্বাস্থ্য সেবা প্রাপ্তি এবং শিশু ও তাদের পরিবারের পুষ্টি নিশ্চিত করা হবে। এছাড়া উপকারভোগী জনগোষ্ঠীর মধ্যে সামাজিক ও আচরণগত পরিবর্তন সাধনের ওপরও গুরুত্ব দেওয়া হবে। বাংলাদেশে ইউনিসেফের প্রতিনিধি শেলডন ইয়েট বলেন, “রোহিঙ্গা শিশুরা যেন পরিপূর্ণভাবে তাদের অধিকার ভোগ করতে পারে, সেটা নিশ্চিত করার ক্ষেত্রে এই প্রকল্প খুবই গুরুত্বপূর্ণ। শিক্ষা ছাড়া রোহিঙ্গা শিশুদের উন্নত ভবিষ্যতের কোনো আশা নেই। তাছাড়া নিরাপদ পানি ও পয়ঃনিষ্কাশন সেবা না থাকলে শিশুরা নানা রোগ-ব্যাধিতে আক্রান্ত হবে। এতে তাদের জীবন ঝুঁকিতে পড়বে এবং তাদের বেঁচে থাকার সম্ভাবনা হুমকির মুখে পড়বে।’তিনি আরও বলেন, ‘বাংলাদেশে অসহায় রোহিঙ্গা জনগোষ্ঠীর জন্য এই মহান ভূমিকা রাখায় আমরা জাপান সরকার ও দেশটির জনগণকে ধন্যবাদ জানাচ্ছি। এই অমূল্য সহায়তার কারণে আমরা আমাদের কার্যক্রমগুলো জোরদার করা, জীবন বাঁচানো এবং রোহিঙ্গা শিশু ও তাদের পরিবারকে জীবনরক্ষার একটি উপায় করে দিতে সক্ষম হব।”জাপান সরকারের এই সহায়তায় রোহিঙ্গা শরণার্থী ও তাদের আশ্রয়দাতা জনগোষ্ঠী উভয়ের জীবনমানের উন্নয়ন ঘটবে বলে আশা প্রকাশ করেন বাংলাদেশে জাপানের রাষ্ট্রদূত ইওয়ামা কিমিনোরি।তিনি বলেন, “আমি উদ্বিগ্ন যে, রোহিঙ্গা সংকট দীর্ঘায়িত হওয়ায় এই শিশুদের পরিস্থিতি আরও খারাপ হচ্ছে। জাপান রোহিঙ্গা শরণার্থী ও তাদের আশ্রয়দাতা জনগোষ্ঠীর জীবনমানের উন্নয়নে ইউনিসেফসহ আন্তর্জাতিক সংস্থাগুলোর সঙ্গে সহযোগিতার ভিত্তিতে কাজ করে যাবে। পাশাপাশি রোহিঙ্গাদের মিয়ানমারে প্রত্যাবাসনসহ এই সংকটের টেকসই সমাধানের জন্য তৎপরতা অব্যাহত রাখবে। আমি আশা করি, রোহিঙ্গা শরণার্থী ও স্থানীয় জনগোষ্ঠী, বিশেষ করে শিশুরা যেসব চ্যালেঞ্জ মোকাবিলা করছে, সেগুলো লাঘবে জাপানের এই অর্থায়ন ভূমিকা রাখবে।” রোহিঙ্গা সংকট শুরু হয় ২০১৭ সালের আগস্টে। তখন থেকে বাংলাদেশে এই শরণার্থীদের প্রয়োজনগুলো পূরণে ধারাবাহিকভাবে সহায়তা নিয়ে পাশে দাঁড়ানো দেশ জাপান। ইউনিসেফের কর্মসূচিগুলোতে নতুন এই তহবিল প্রদানসহ জাপান চার কোটি ৩৬ লাখ ৫০ হাজার ডলারের বেশি অর্থ দিয়েছে এবং এই সংকটের শিকার হাজার হাজার মানুষের জীবনমানের উন্নয়নে সহায়তা করেছে। আরও তথ্যের জন্য যোগাযোগ করুন: কুসালি নিলি কুবওয়ালো, ইউনিসেফ বাংলাদেশ, টেলিফোন: +8801847327230, knkubwalo@unicef.org ফারিয়া সেলিম, ইউনিসেফ বাংলাদেশ, টেলিফোন: +8801817586096, fselim@unicef.org

মানবাধিকার দিবসে জাতিসংঘ মহাসচিবের বাণী
৭৫ বছর আগে যখন সার্বজনীন মানবাধিকার ঘোষণা গৃহীত হয়, তখনো যেমন এই ঘোষণার প্রথম লাইনটি গুরুত্বপূর্ণ ছিল, আজও একই রকম গুরুত্বপূর্ণ রয়ে গেছে।
সার্বজনীন ঘোষণা একটি রূপরেখা, যা যুদ্ধ থামাতে, বিভক্তি দূর করতে এবং সবার জন্য শান্তি ও মর্যাদা প্রতিষ্ঠায় সহায়ক ভূমিকা পালন করছে।
কিন্তু বিশ্ব পথভ্রষ্ট হচ্ছে। সংঘাত বাড়ছে। বাড়ছে দারিদ্র্য আর ক্ষুধা। অসমতা আরও গভীর হচ্ছে। জলবায়ু সংকট মানবাধিকার সংকটে পরিণত হয়ে সবচেয়ে ঝুঁকিতে থাকা মানুষদের সবচেয়ে ভয়াবহভাবে আঘাত হানছে।
কর্তৃত্ববাদের উত্থান ঘটছে।
নাগরিক সমাজের কণ্ঠরোধ করা হচ্ছে এবং সংবাদমাধ্যম সবদিক থেকে আক্রমণের শিকার হচ্ছে।
লিঙ্গসমতা এখনো স্বপ্নই রয়ে গেছে। নারীর প্রজনন অধিকার ভূলুণ্ঠিত হচ্ছে।
আজ সামাজিক, সাংস্কৃতিক, অর্থনৈতিক, নাগরিক ও রাজনৈতিক- সব ধরনের মানবাধিকার রক্ষা যেকোনো সময়ের তুলনায় গুরুত্বপূর্ণ হয়ে উঠেছে। এসব মানবাধিকারই আমাদের সুরক্ষা দেয়।
সার্বজনীন ঘোষণা সেই মূল্যবোধ ও পদক্ষেপের পথ দেখায়, যা উত্তেজনা নিরসন এবং নিরাপত্তা ও স্থিতিশীলতা সৃষ্টিতে সহায়ক ভূমিকা পালন করে।
আমরা যেহেতু একুশ শতকের উপযোগী বৈশ্বিক পরিকাঠামো হালনাগাদ এবং সেগুলোকে আরও কার্যকর করার চেষ্টা করছি, সে ক্ষেত্রে মানবাধিকারকে অবশ্যই অনন্য ও মূল ভূমিকায় থাকতে হবে।
আমি সার্বজনীন মানবাধিকার ঘোষণার ৭৫তম বার্ষিকীকে এবং আগামী বছর অনুষ্ঠেয় ‘ভবিষ্যতের জন্য সম্মেলন’-কে সুযোগ হিসেবে নিয়ে নিজ নিজ প্রতিশ্রুতি বাস্তবায়ন বেগবান করতে সব সদস্য রাষ্ট্রের প্রতি আহ্বান জানাচ্ছি।
এবং আজ এই মানবাধিকার দিবসে আমি বিশ্বের সব মানুষের প্রতি সব জায়গা প্রতিটা দিন সবার মানবাধিকারের প্রতি শ্রদ্ধাশীল থাকার এবং এই বিষয়টির প্রচার চালানোর আহ্বান জানাচ্ছি।

সংকট থেকে উত্তরণ: ইউএনএফপিএ, ইউনিসেফ ও ইউএন উইমেন বাংলাদেশে জেন্ডারভিত্তিক সহিংসতার শিকার হওয়া ভুক্তভোগীদের সহায়তা করতে প্রয়োজনীয় সেবাগুলোর ওপর আলোকপাত করেছে
ঢাকা, বাংলাদেশ – ডিসেম্বর ৭, ২০২৩ – জেন্ডারভিত্তিক সহিংসতার বিরুদ্ধে ১৬ দিনব্যাপী প্রচারনার অংশ হিসেবে ইউএনএফপিএ, ইউনিসেফ ও ইউএন উইমেন আজ যৌথভাবে একটি মেটা-বিশ্লেষণের প্রতিবেদন প্রকাশ করেছে। বিশ্লেষণটিতে, কোভিড-১৯ মহামারির ফলে জেন্ডারভিত্তিক সহিংসতার (জিবিভি) ক্রমবর্ধমান ঝুঁকি বাংলাদেশের নারী, মেয়ে, শিশু ও কিশোর-কিশোরীরা কীভাবে মোকাবিলা করছে - তা তুলে ধরা হয়।
নারী ও শিশুদের বিরুদ্ধে সব ধরনের সহিংসতা বন্ধ করতে দ্রুত ও কার্যকরী পদক্ষেপ নেওয়ার ক্ষেত্রে বাংলাদেশ সরকারকে সহযোগিতার লক্ষ্যে জাতিসংঘের তিনটি সংস্থার যৌথ প্রচেষ্টায় "ন্যায়বিচার, জবাবদিহিতা ও সহায়তা: জেন্ডারভিত্তিক সহিংসতার শিকার ব্যক্তিদের জন্য অপরিহার্য সেবা" শীর্ষক এই প্রতিবেদনটি প্রকাশ করা হয়।
জেন্ডারভিত্তিক সহিংসতার শিকার ব্যক্তিদের অপরিহার্য সেবা নিশ্চিত করতে স্বাস্থ্য, পুলিশ, বিচার বিভাগ এবং সামাজিক পরিষেবার সাথে ও ভুক্তভোগীদের সঠিক যোগসূত্র স্থাপনের জন্য প্রতিবেদনে জোর দেয়া হয়।
বিশ্লেষণের একটি গুরুত্বপূর্ণ সুপারিশ হলো – ভুক্তভোগী-কেন্দ্রিক এবং ট্রমা-অবহিত সেবা নিশ্চিত করা। এই পদ্ধতিটির মাধ্যমে নারী ও শিশু, বিশেষ করে কিশোর-কিশোরীরা সহজে ও বিনা সঙ্কোচে সহায়তা চাইতে পারবে; আর এভাবে শিশুবিয়ে, পাচারসহ বিভিন্ন ধরনের জেন্ডারভিত্তিক সহিংসতার (জিবিভি) ক্ষতিকর প্রথাগুলো প্রতিরোধ করা সম্ভব হবে।
ইউনিসেফ বাংলাদেশের ডেপুটি রিপ্রেজেন্টেটিভ এমা ব্রিগহাম বলেন, "এখনই সময় জিবিভির শিকার ব্যক্তিরা, যেসব বহুমাত্রিক চ্যালেঞ্জের সম্মুখীন হয় সেগুলো মোকাবিলায় একটি সমন্বিত প্রতিক্রিয়া ব্যাবস্থা গ্রহণ করার।" তিনি আরও বলেন, "নারী ও শিশুরা ভালোভাবে বেঁচে থাকার ও পূর্ণ বিকাশের জন্য প্রয়োজনীয় সেবাগুলো যাতে সময়মত পায় তা নিশ্চিত করতে আসুন আমরা আমাদের প্রতিরোধ ও সুরক্ষা ব্যবস্থা আরও শক্তিশালী করে তুলি।"
ইউএন উইমেনের ২০২১ সালের এক প্রতিবেদন অনুসারে, বাংলাদেশের ৯৩% নারী জানিয়েছেন যে তারা নিজেরা নারী ও মেয়েদের বিরুদ্ধে সহিংসতার (ভিএডব্লিউজি) শিকার হয়েছেন অথবা অন্য এমন নারীকে তারা চেনেন যিনি এর শিকার হয়েছেন।1 এছাড়াও, বিশ্বে যেসব দেশে শিশুবিয়ের হার সর্বোচ্চ, বাংলাদেশ এখনও সেই দেশগুলোর কাতারে রয়েছে, যেখানে ২২ থেকে ২৪ বছর বয়সী নারীদের অর্ধেকের বেশির বিয়ে হয়েছে যখন তারা শিশু ছিলেন।2
ইউএনএফপিএ বাংলাদেশের ডেপুটি রিপ্রেজেন্টেটিভ মাসাকি ওয়াতাবে বলেন, "সহিংসতার শিকার নারী ও মেয়েদের জন্য অপরিহার্য সেবা প্যাকেজ (ইএসপি) হলো জেন্ডারভিত্তিক সহিংসতা মোকাবিলায় স্বাস্থ্য, সামাজিক সেবা, বিচার ও পুলিশ– এই চার গুরুত্বপূর্ণ খাত নিয়ে জাতীয় ব্যবস্থাকে সমর্থন করা জাতিসংঘের একটি বৈশ্বিক নির্দেশিকা। ইউএনএফপিএর পক্ষ থেকে এবং ইউনিসেফ ও ইউএন উইমেনের সঙ্গে মিলে একত্রে, আমি বাংলাদেশে ইএসপি পুরোপুরি বাস্তবায়নের জন্য চিহ্নিত ঘাটতিগুলো পূরণ করতে সরকারের প্রচেষ্টোয় সহায়তা প্রদানে আমাদের যৌথ প্রতিশ্রুতি পুনর্ব্যক্ত করছি। এই সবকিছু অর্জনের জন্য সংশ্লিষ্ট সরকারি প্রতিষ্ঠান, বেসরকারি ও সুশীল সমাজের সংগঠন এবং উন্নয়ন সহযোগীদের সঙ্গে ঘনিষ্ঠ অংশীদারিত্ব অত্যন্ত গুরুত্বপূর্ণ।"
ইউএন উইমেন প্রোগ্রাম কোঅর্ডিনেটর শ্রাবনা দত্ত বলেন, "নারী ও মেয়েদের প্রতি সহিংসতা প্রতিরোধ জোরদার করতে সামগ্রিক ও সমন্বিত উপায়ে কাজ করা এবং সকল স্টেকহোল্ডারদের সম্পৃক্ত করা অপরিহার্য। সহিংসতা প্রতিরোধ প্রচেষ্টায় আমাদের বিনিয়োগ বাড়াতে হবে। ইউএন উইমেন সরকার, সুশীল সমাজের অংশীদার এবং উন্নয়ন অংশীদারদের সাথে জেন্ডার ভিত্তিক সহিংসতা প্রতিরোধ কার্যক্রম এগিয়ে নিতে প্রস্তুত।”
প্রতিবেদনে উঠে আসা গুরুত্বপূর্ণ বিষয়গুলো হলো:
আইনগত কাঠামোতে অসামাঞ্জতা : বিচার সেবা মূল্যায়ন করতে গিয়ে লিগ্যাল ফ্রেইমওয়ার্ক বা আইনগত কাঠামোতে অসামাঞ্জস্য দেখা গেছে যেমন ১৮৬০ সালের দণ্ডবিধির ৩৭৫ ধারার অধীনে ধর্ষণের সংজ্ঞা থেকে শিশুবিয়ে ও বৈবাহিক ধর্ষণকে বাদ দেওয়া হয়েছে।
পুলিশি ও বিচার সেবার চ্যালেঞ্জসমূহ: মূল্যায়নটি পুলিশ কর্মকর্তাদের প্রশিক্ষণ ও সক্ষমতা বৃদ্ধির ওপর জোর দেওয়ার পাশাপাশি ভুক্তভোগী-কেন্দ্রিক এবং ট্রমা উপর বিশেষ জ্ঞান সম্বলিত পদ্ধতি অবলম্বনের আহ্বান জানায়।
স্বাস্থ্য সেবাসমূহের সমন্বয়: চিকিৎসা ও বিচার সেবা প্রদানকারীদের মধ্যে সমন্বয়ের গুরুত্বপূর্ণ প্রয়োজনীয়তার ওপর জোর দেয়ার মাধ্যমে জেন্ডারভিত্তিক সহিংসতার মোকাবিলায় যথাযথ পদক্ষেপ নিশ্চিত করা প্রয়োজন।
সামাজিক সেবায় বিনিয়োগ: প্রতিবেদনে সামাজিক সেবায় বিনিয়োগ বাড়ানোর আহ্বান জানানো হয়েছে এবং এমন একটি দল গঠনের কথা তুলে ধরা হয়েছে, যারা কমিউনিটির সবার কাছে পৌঁছানো, সচেতনতামূলক অভিযান পরিচালনা এবং জেন্ডারভিত্তিক সহিংসতার শিকার ব্যক্তিদের মনো-সামাজিক সমর্থন প্রদানে সক্ষম।
প্রতিবেদনে সরকার, সুশীল সমাজ, নারী অধিকার সংগঠন, গণমাধ্যম ও জাতিসংঘ সংস্থাগুলোর জন্য করা সুপারিশগুলোর মধ্যে রয়েছে সক্ষমতা বাড়ানো, জেন্ডারভিত্তিক সহিংসতা (জিবিভি)-সংক্রান্ত অপরিহার্য সেবা সম্পর্কিত তথ্য সহজলোভ্য করা, ভুক্তভোগীদের নিরাপত্তা নিশ্চিত করা এবং তথ্য সংগ্রহ ও ব্যবস্থাপনা উন্নত করা।
প্রস্তাবিত সুপারিশমালার মাধ্যমে দেশে জেন্ডারভিত্তিক সহিংসতার শিকার মানুষগুলো যে বহুমুখী চ্যালেঞ্জের সম্মুখীন হয় তা মোকাবিলা করার জন্য একটি বিস্তৃত ও কার্যকরী পদ্ধতি সম্বলিত এক নীতি ও কর্মসূচি বাস্তবায়নের আহ্বান জানানো হয়।

নারীর প্রতি সহিংসতা নির্মূল বিষয়ক আন্তর্জাতিক দিবস উপলক্ষে জাতিসংঘ মহাসচিবে অ্যান্তোনিও গুতেরেস এর বাণী
নারীর প্রতি সহিংসতা মানবাধিকারের গুরুতর লঙ্ঘন, জনস্বাস্থ্য ঝুঁকি এবং টেকসই উন্নয়নের পথে বড় বাধা।
এই সমস্যা ব্যাপক, এবং দিনে দিনে পরিস্থিতি আরও খারাপ হচ্ছে।
যৌন হয়রানি ও নিপীড়ন থেকে শুরু করে হত্যাকাণ্ড – নারীর প্রতি সহিংসতা নানাভাবে ঘটছে।
কিন্তু, এই সমস্যার মূলে রয়েছে কাঠামোগত অবিচারে, যা গড়ে উঠেছে যুগ যুগ ধরে চলে আসা পুরুষতান্ত্রিক মানসিকতার কারণে।
আমরা এখনো পুরুষতান্ত্রিক সংস্কৃতিই লালন করে চলেছি, যা নারীদের মর্যাদা ও অধিকার প্রত্যাখ্যান করে তাদের আরও ঝুঁকিতে ফেলছে।
আমাদের সবাইকেই মূল্য দিতে হচ্ছে: আমাদের সমাজে শান্তি নেই, অর্থনৈতিক সমৃদ্ধি আশাব্যঞ্জক নয়, আমাদের বিশ্বটা তুলনামূলক কম ন্যায়সঙ্গত।
কিন্তু নতুন এক বিশ্বব্যবস্থা গড়ে তোলা সম্ভব।
এ বছর দিবসটির প্রতিপাদ্য ‘নারী ও কন্যাশিশুর ওপর সহিংসতা প্রতিরোধে বিনিয়োগ’ আমাদের সবাইকে সক্রিয় হওয়ার আহ্বান জানাচ্ছে।
বিশ্বজুড়ে নারীর অধিকার রক্ষাকে আরও সুসংহত করতে উপযোগী আইন ও নীতি প্রণয়নে সহযোগিতা করুন।
নারীর প্রতি অন্যায় প্রতিরোধ ও অধিকার নিয়ে কাজ করা প্রতিষ্ঠানগুলোকে আরও শক্তিশালী করতে বিনিয়োগ জোরদার করুন।
বিশ্বের সর্বত্র ভূক্তভোগীর কথা শুনুন এবং দোষীদের দায়মুক্তির সংস্কৃতি থেকে বেরিয়ে আসুন।
নারী অধিকারকর্মীদের পক্ষে দাড়ান এবং সিদ্ধান্ত গ্রহণের প্রতিটা স্তরে নারী নেতৃত্বের পক্ষে কথা বলুন।
আসুন, আমরা একসঙ্গে নারীর পক্ষে দাড়াই, তাদের জন্য কথা বলি। আসুন আমরা এমন এক বিশ্ব গড়ে তুলি, যা যেকোনো জায়গায় নারীর প্রতি যেকোনো ধরনের সহিংসতার বিপক্ষে অবস্থান নেয়।
